Soros Foundation Funding Proposal Page 3
George Soros, a Short Biography
George Soros was born in Budapest, Hungary in 1930. He emigrated in 1947 to England, where he graduated from the London School of Economics, and in 1956 to the United States, where he began to accumulate a large fortune through an international investment fund he founded and managed. While a student at the London School of Economics, Mr. Soros became familiar with the work of the philosopher Karl Popper, who had a profound influence on his thinking and later on his philanthropic activities.
Mr. Soros established his first foundation, the Open Society Fund, in New York in 1979, his first Eastern European foundation in Hungary in 1984, and the Soros Foundation-Soviet Union in 1987. He now funds a network of foundations that operate in 31 countries throughout Central and Eastern Europe, the former Soviet Union and Central Eurasia, as well as South Africa, Haiti, Guatemala, and the United States. These foundations are dedicated to building and maintaining the infrastructure and institutions of an open society. Soros has also founded other major institutions, such as the Central European University and the International Science Foundation. In 1994, the foundations in the network spent approximately $300 million; in 1995, $350 million; and in 1996, $362 million. Projected giving for 1997 is expected to be maintained at a similar level.
In addition to many articles on the political and economic changes in Eastern Europe and the former Soviet Union, Mr. Soros is the author of The Alchemy of Finance, published by Simon & Schuster in 1987 and republished in 1994 by John Wiley & Sons; Opening the Soviet System, published by Weidenfeld & Nicholson in 1990; Underwriting Democracy, published by The Free Press in 1991; and Soros on Soros: Staying Ahead of the Curve, published by John Wiley & Sons in September 1995. Mr. Soros's most recent book, The Crisis of Global Capitalism, was published in November 1998 by Public Affairs.
Mr. Soros has received honorary doctoral degrees from the New School for Social Research, the University of Oxford, the Budapest University of Economics, and Yale University. In 1995, the University of Bologna awarded Mr. Soros its highest honor, the Laurea Honoris Causa, in recognition of his efforts to promote open societies throughout the world.
Mr. Soros is Chairman
of Soros Fund Management LCC, a private investment management firm that
serves as principal investment advisor to the Quantum Group of Funds. The
Quantum Fund N.V., the oldest and largest fund within the Quantum Group,
is generally recognized as having the best performance record of any investment
fund in the world in its 28-year history.

The first article below, entitled "Too Late To Debate???" was published widely on the Internet, and in newspapers and magazines across the country. It depicts the conditions in Alabama prisons. Responses from other states confirm that these conditions are in the "majority" of prisons. Responses from people in other states also confirm that these conditions are not tolerable because the public in general does not wish their tax dollars to be used for the purpose of abusing human beings - even in our prisons. The response from Alabama officials was quite different. A Federal Judge in Alabama who read this article, took it as a personal threat and a threat to the US Justice System. This Federal Judge subsequently ordered the US Marshal to place the author in lockdown (a 5 ft x 8 ft concrete sweat box) in the middle of the serious heat wave depicted in the article. This action is typical of Alabama officials in an effort to silence the truth. But we believe truth cannot be silenced. The article follows below.
The second and third articles were published widely on the Internet for general information. Several members of The PATRICK Crusade have written books which are presently for sale on the Internet and in popular book stores. Please view our website for further information on these authors and their publications www.patrickcrusade.org.
Too Late To Debate??? [article #1]
June 11, 1998
Copyright June 1998
I speak to you from the absolute pits of hell, an Alabama Prison. Historically, the State of Alabama has been notorious for its atrocities within its prisons. My fellow Americans and human beings, nothing has changed. I humbly convey to you an ancient scripture: "Let he who hath eyes - see and he who hath ears - hear."
I hear corrupt politicians promise you to lock them up and throw away the keys. I also hear your cheers! They - our only defender - knowingly overcrowd the prisons dangerously. The Federal Courts say nothing! I also hear your cries to pack them in like sardines - for who cares? News leaks out about the atrocities: the physical, mental, emotional - all types of Human Rights abuses. The courts turn their heads. Again, I hear your cheers, as though to say: Crucify them! Crucify them!
I've read these words all my life.
To put things into perspective, I'm a 53-year-old man in very poor health, a former police officer of 13 years. I have been held in this septic tank (Holman Prison in Alabama) for 10 years on a wrongful conviction. The major point I submit to you is that I can see both sides of the coin. Actually, I can see all sides of that coin, for much more than two sides exist.
Holman Prison in Atmore, Alabama, is known as the "Boddom" which is Southern for bottom. Either way, it's as low as you can possibly go in this country. In response to your cheers, may I say that you have been successful. We are packed in like sardines: the Innocent - The Guilty - the Sick - the Lame - the Lazy - the Cripple - the Crazy - but all God's children. "If you have done it to the least of these..."
At times, I absolutely hate 90% of these people which I mostly refer to as sick-sorry-slime. But when I hear the of the masses cheering the deceptive lies of corrupt politicians, then these people here start to look much better, for even the sick-sorry-slime extend to an old man far more compassion than the corrupt politicians of Alabama and their cheering section. The result? The blinded masses stubbornly follow the pied piper closer and closer to total destruction. So be it.
We have become a nation of individuals - "Self," with the general view that if adversity does not effect me, then I don't care. We have become a people completely self-centered, self-righteous, and isolated within "Self," even to the exclusion of children and grandchildren. This is in direct conflict with our natural instincts. Americans have lost their "natural" instincts. They have mutated.
I think the Apostle Paul describes our nation of today perfectly. "This know also, that in the last days perilous times shall come. For men shall be lovers of their own selves, covetous, boasters, proud, blasphemers, disobedient to parents, unthankful-unholy, without natural affections, truce breakers, false accusers, incontinent, fierce, despisers of those who are good. Traitors, heady, high-minded, lovers of pleasures more than lovers of God. But they shall proceed no further, for their folly shall be manifest unto all men, as theirs also was." 2Tim3
Holman Prison is made of open-filthy dorms - very crowded to say the least. The showers, commodes and lavatory are included within the open dorms. None are vented. The humidity from the showers pours throughout these dorms. Any gases from the toilets pour out in these dorms. Humidity is always extremely high. Mold and mildew grows on the walls and ceiling. The floors are always damp. The heat index remains ungodly high in summer - cold and damp in winter. The place is crawling with cockroaches the size of your hand.
We can only send out bed linens to the laundry once a week. That, after perspiring on them all week long - a daily wetting of these linens. 96 men live in a dorm approximately 35 feet by 108 feet. That's an average of 39 square feet for each man - less if you deduct corridor spaces for walking from one place to another. Less still, if you deduct shower, commode and lavatory spaces within the dorms. Here is where each man spends his entire life, 24 hours a day, 7 days a week, year after year after year...the Innocent - The Guilty - the Sick - the Lame - the Lazy - the Cripple - the Crazy - but all God's children.
Can you possibly think of any other condition that could breed diseases any better? It appears to be "the perfect" environment for breeding a culture for many deadly diseases that we know. Possibly many that are unknown to modern science. A perfect place for these deadly diseases to mutate and a wonderful place to share our joys with the rest of the world - transporting to "Your" world.
Here at Holman Prison, we have had a large breakout of TB. Some have died, others transferred never to be heard of again. Respiratory ailments are our "normal" or our most common. Medical care is almost a joke. Our Deputy Warden (Jerry Farrell) is charged with the responsibility of seeing we get proper medical care. Only thing is his wife is an Administrator with Crectional Medical Services (CMS). This is the company holding the contract for medical services (much like the company holding the contract for telephone services). Mrs. Farrell has a vested interest in saving costs for her company. Every dollar she does not spend on our medical care, is profit in her company's pocket. Thus, you have a direct conflict with medical care and the Deputy Warden. Does this project overtones of corruption?
Not only that, but Deputy Warden Jerry Farrell forces all inmates outside at 7 AM under the guise of cleaning the dorms. However, every single dorm cleaner will tell you that it was much easier cleaning when the people were NOT outside. In the past 15 days, they have been transmitting health alerts in our area due to 2,000 out-of-control fires in Mexico. The entire Southeast has been covered with insecticide-laced smoke. All TV stations have transmitted this health alert, warning people to stay indoors - especially the sick and older people. All this week, South Alabama has been under a heat alert! The heat index has been into the 120 degree F. range. Again, warning people to stay inside. And again, specifically warning the sick and elderly to stay indoors.
Yet, every day Warden Farrell has forced inmates outside for two hours. Many are older and sick. They have no place to sit, except on the concrete-covered ground. They have no shade to seek. They must stand or squat for those 2 hours in the blistering sun and extraordinary humidity, which is contaminated with smoke and pesticide. I myself have suffered 3 heart attacks, developed inflammatory spinal arthritis and have also developed emphysema. Yet Warden Farrell forces this old man outside with all the young punks and maladjusted people, posting no guards whatsoever.
And, yes, the State Capital in Montgomery, Alabama, backs Jerry Farrell completely. The Alabama Good Ole Boy's Club is a alive and well. Welcome to Alabama the Beautiful, and the Alabama Department of Corrections. Yes! I still can hear your cheers!
Even if myself and the rest survive all the airborne insecticide, the heat, the humidity, the filth, the abuses, it for certain weakens the immune system. And that welcomes diseases, many of which may be fatal. Fatal not only to me, but to you, the cheering masses.
They cannot isolate these possibly deadly germs to this hell hole. The guards come and go. Nurses, doctors, administrators, postal workers, and visitors carry these germs-bugs-viruses with them when they leave. Guess where they go? To you via schools, churches, mail, grocery stores, work places, and many other ways.
Since you are creating your very own nightmare, it's tempting to refer to this as "poetic justice," but in all truth I do not feel this way. I'm actually greatly concerned for all of you. "Forgive them Father for they know not what they do."
No! More tax dollars are not the answer. You'd just make officials of Alabama even richer. Then they'd cheer you - in silence of course.
I do not have the answers, but I felt I "must" let you know the truth. Yes! The sky is falling. Don't look up. Just take cover.
I am far from being eloquent with my words, my communicating skills are extremely limited. If I have offended anyone with my words, then Good! That's my intent. In closing, I shall add that I speak of the cheering I have heard. But where is the so-called silent majority? I so wonder if God is more disgusted with the ones who cheer the Human Rights Abuses - or more disgusted with the ones who sit and do absolutely nothing!
Although it means pain and suffering, I shall choose the cheering, torturous, sounds of the followers of their corrupt pied piper than to hear the silence of the spineless nothings. For it's better to light one candle, than to curse the darkness.
Privatization Of Prisons [article #2]
September 7, 1998
Copyright September, 1998
Privatization of prisons is becoming wide-spread throughout the country. Their web pages tout saving money for the cities and counties, yet tax payers still pay their share. Gross profits from slave labor are in the double-digit millions for each facility that uses this uncontested resource of bodies. The general population believes that their tax dollars pay to house, feed and generally care for prisoners. In fact, rules have changed in the last year or so. Now prisoners pay room and board, and they also must pay for medical appointments. If a prisoner doesn't have family or someone on the outside to send them money, they go without medical care. This is a danger to the public. Diseases like AIDS, TB and Hepatitis flare up behind those walls. Any thinking person can see that these things are impossible to contain. Administrators, prison guards, nursing staff, family visitors are in contact and they being these diseases to their schools, churches, grocery stores, family members. Yet, this information is suppressed by prisons. Wait. Just wait for the epidemics to become general public knowledge "the hard way." When society does not take care of their prisoners, society pays the price more than the prisoners do.
The "wages" for slave labor are said to help the prisoners build a little nest egg so they can renew their lives once they are released, yet by the time room and board, medical and daily supplies are deducted, there's nothing left. The general population also believes prisoners go to "country clubs" where they can sit and do nothing but watch TV, exercise in gyms, go to school, etc. For the "majority" of prison facilities, nothing could be further from the truth. Instead, tax payers are paying for abuses, tortures, and other atrocities similar to Nazi death camps and when a prisoner attempts to get this information out to the public, they are punished severely for their deed. In addition to that, public apathy for the cruelty that's going on to their fellow human beings - thousands who are behind bars unjustly - doesn't get them anywhere anyway - yet the brave ones continue to try to get the word out. More and more are being beaten and/or murdered for their efforts. Fact is, guilty or not, people do not "deserve" to be abused, tortured or utterly ignored. Even the guilty are human beings. They are our brothers and sisters, and if you think about it, but for the grace of God go you. If you think about it even further, their guilt rests upon our hands for the way these people were dealt with early on - before they committed a violent crime.
Again, I remind everyone that the penal system was initially designed as a place where offenders could "repent" and be rehabilitated, before re-entering society, having paid their price. The whole idea was to separate an offender from society by sending them to prison AS punishment, not FOR punishment. When a human is treated like an animal, that's what they become, and in doing so, rehabilitation flies out the window. Without rehabilitation, offenders are more apt to re-offend, thus they return to prison to further feed the pocketbooks of the beneficiaries of the "prison industry."
For many offenses (in my opinion), there should be restitution to the victim (rather than incarceration) and I believe if an offender had to do that, the offense would not be repeated. It would give the offender to understand what his/her action did to the victim, how the victim has suffered, and so forth. This part of the penal system is completely ignoring the victim, which in turn created the monster of incarcerations that today are out of hand, arresting the innocent, the poor, the mentally incapable, the activists, and non-violent "offenders" and tossing them in with violent offenders. What this does is to create more criminals because when the innocent and non-violent people see that "thoughtfulness and kindness" equate to weakness in prison, then to survive, they must change their ways. By the time the get out, they have a completely different view of things. They learn in prison that manipulation is necessary to survive. If they've been abused, attacked, raped, then ignored by society, they are no longer the person they were when they entered the "punishment industry." And, without a support system outside to help them get back on their feet, they are likely to return.
Statistics and numerous studies by Universities and Human Rights organizations across the nation show us that - without doubt - incarceration increases crime, while education reduces crime. Do we want an educated society and less crime? Apparently not. Apparently society prefers a dumbed-down populus and more crime. Why else would they vote for building more prisons and less educational facilities/opportunities. Why else would the punishment industry be thriving while the education industry is starving? Do the research and do the math yourself.
These are the things society needs to learn about their "tax dollars at work". These are also the things no one wants to hear about UNLESS it has happened to themselves or someone they actually know.
An Observable Truth [article #3]
Article by Sherry Swiney
March 20, 1999
Copyright March, 1999
We discuss the reasons governments oppress, and in this country, we see that American government is becoming more and more oppressive -- almost daily. Our leaders refuse to think that equal opportunity is a good thing -- not equality because equality means "sameness" and it would never work to have a nation or world full of automatons who are "equally the same" in all respects. But equal "opportunity" is a must for any society because it would create avenues for everyone to decide what to do with their lives and how to do it. However, this equal opportunity needs to be voluntary, rather than forced by law or mandates, because it is impossible to mandate moral and spiritual issues. Thus, for government and government supporters to insist upon writing laws that force moral issues, merely portrays how primitive we -- as a society -- really are.
Now then, what we try hard to explain to our leaders is that giving everyone an equal opportunity for education, housing, and general sustenance -- such as food, shelter and clothing -- will in fact eliminate crime mostly because it will eliminate the anger of the "have nots" against the "haves," and it will allow room for each individual to grow to their fullest capabilities when they do not have to scratch for basic survival. Doesn't everyone have the right to have food, clothing, and shelter? I think so. After that, doesn't everyone have the right to have the "opportunity" for education so that he/she has even greater opportunity to rise above obscene poverty -- if the want to? And if they have these opportunities, would they continue their anger and crimes against others? I don't think so.
But those who believe that equal opportunity takes away from their personal riches, fight these ideas strongly, and thus they portray just how primitive they are. And we, who do not stand up and try to explain these truths -- even though we understand that we might get hit over the head with a hammer -- display how primitive we are too by the mere fact that we display fear over what others may think or do when we tell the truth. We allow the bully to win because we are afraid. And we are afraid because we have not yet recognized what magnificent and powerful creatures we really are - even the poorest of us has been given enormous powers, yet because of one's focus on being among the poorest, I think these realizations remain hidden from intellectual and spiritual view. It is even possible that this is all by design and -- if so -- boy are we ever a primitive people!
However, in Truth, an evolved society would recognize that True Law is law in which people freely agree to be governed by natural law -- in other words -- they would freely agree to this because they are governed by it naturally and in accordance with what works, rather than being forced to abide by laws that do not work. These natural laws do not have to be enforced in an evolved society because they are already enforced by the simple expedient of undeniable consequence. For example: highly evolved people do not hit themselves on the head with a hammer because it hurts. They also don't hit anyone else on the head with a hammer for the same reason. Evolved people have actually noticed that if you hit someone else with a hammer, that person gets hurt. And, if you keep doing it, that person gets angry. If you keep getting him angry, he finds a hammer of his own and eventually hits you back. Evolved people therefore know that if you hit someone else with a hammer, you are hitting yourself. It makes no difference if you have more hammers, or bigger hammers. Sooner or later, you're going to get hurt.
I think today's society of primitive people see the same thing, they just don't care. Maybe they think it's the only game in town, thus displaying once again just how primitive they are. You would think that in the thousands of years people have occupied this planet, they would have learned a little more than they have thus far. Still, the struggle between the "haves" and the "have nots" continues to rule, when it is not natural for this to occur in a society where humanitarian interests override economic interests. I think that as long as man's body, and not man's soul, is man's highest concern, society will remain primitive.
Obviously, the aforementioned is against natural law and therefore primitive government needs to write laws to prevent the Hammer Hurt game amongst the people, yet primitive government allows for itself to play this game with impunity. One must ask, however, how long this impunity will last? As people evolve and observe these truths, society will begin to take on a totally different shape that will benefit everyone -- including the most rich, the most poor, and even governments.
As a woman, I observe that this Hammer Hurt game is largely a male game among our species [yes, some women play this game too but in general I see this as mostly a male game]. I don't see this game as having anything to do with race, sexual preferences, or religious beliefs at all. I see it as culturally male, and I would rather play a new game. If I had a hammer, I'd hammer out justice, freedom and love between my brothers and sisters on earth. I would strive to wake male and female up to voluntarily choose soul over body, which would have the effect of enhancement rather than oppression -- and thus we would see the elimination of crime and the need for lawless laws that desperately attempt to force people to behave themselves in a responsible way toward their brothers and sisters on earth.
spawns anger, anger spawns crime, crime spawns lawless laws and all of
these things profit the primitive who strive to explode their economic
riches even further at the cost of the poor. To do this, there must be
oppression which continues to promote the continuance of the cycle. IMO,
this cycle needs to stop at some point if mankind expects to survive. God
